Impact of the WHO FCTC on tobacco control: perspectives from stakeholders in 12 countries

The research paper "Impact of the WHO FCTC on Tobacco Control: Perspectives from Stakeholders in 12 Countries" evaluates the influence of the World Health Organization’s Framework Convention on Tobacco Control (WHO FCTC) in shaping global tobacco control policies. Through an assessment conducted across 12 countries, the study investigates how the treaty has contributed to advancing legislation, enforcement, and policy implementation. The findings indicate that the FCTC has played a pivotal role in catalyzing the development of national tobacco control laws, strengthening existing policies, and mobilizing multisectoral collaboration. Additionally, the treaty has enhanced global cooperation, facilitating knowledge exchange and reinforcing awareness of tobacco industry interference (TII) as a major obstacle to policy enforcement. Despite these achievements, challenges such as weak enforcement mechanisms, economic pressures, and continued resistance from the tobacco industry persist, requiring further governmental and civil society efforts to ensure comprehensive implementation. The study concludes that while the FCTC has significantly accelerated tobacco control measures, stronger enforcement mechanisms, industry resistance mitigation, and continuous policy strengthening are essential for sustaining progress in global tobacco regulation.
